Response to Governor Hochul’s ‘Back to Basics’ Plan to Improve Reading Proficiency

Founded in Syracuse, New York in 1933, the Reading League (TRL) is a national nonprofit organization that promotes reading. The mission of our organization is to advance the awareness, understanding, and use of evidence-aligned reading instruction throughout the world. In the early days of TRL, all of the founding members were educators in the state of New York. It was they who taught in the country's public schools, and they were also responsible for preparing pre-service educators in its public and private universities. They learned about the science of reading (SoR) as individuals as a result of chance experiences.. Because they had witnessed the potential of aligning instructional practice with evidence-based research, they spent time and effort trying to apply SoR findings in their day-to-day jobs because they had witnessed the potential of closing literacy achievement gaps when instructional practices are aligned with the evidence-based research. In the public schools and universities of New York State, many of these things were not familiar or accepted by their colleagues, which made it difficult to make changes. The SoR has become more widely known since the TRL's inception in 2016, as a result of the firm's efforts. Our organization is one of the fastest-growing literacy organizations in the country, with chapters in 33 states across the country. In the past few years, we have been contacted by a number of state education agencies, national education organizations, and educator preparation programs for our expertise. Over 70 school districts across the country have partnered with us on a long-term basis. As a result of aligning practice and policy with the scientific evidence based on readings in the field. It is important that Governor Hochul and the New York State Education Department invest in long-term, ongoing professional development for New York's educators, rather than pushing for the adoption of new curricula as the end goal too quickly.
In light of Governor Hochul's announcement, we are cautiously optimistic. This is an opportunity to make a significant impact on the children of our own state if it is executed well, and we want it to be successful. We hope that New York State--as well as states across the country that are embarking on similar journeys toward evidence-aligned instruction--will take advantage of the lessons TRL has learned to create significant outcomes for our students as they embark on similar journeys.
