The number of reports of possible child sexual exploitation received by the National Center for Missing & Exploited Children (NCMEC) CyberTipline in 2021 increased by 35% from that of 2020 to 29.3 million.
International law enforcement agencies are handed these reports for inquiry. Material has transitioned to being housed in Europe over the past five years, with the majority—two thirds—of it now being hosted in the EU (European Commission).

Law enforcement organisations in charge of NCMEC’s cyber tip reports previously had to deal with a cumbersome and disjointed approach. Due to the need to evaluate textual and visual intelligence in cyber tips independently, which meant that the synergies of a combined approach were lost, the process to evaluate and prioritise cyber tips has required a significant amount of human labour. This problem has led to significant redundancy and restricted ability to quickly identify first-generation CSAM (child sexual abuse material) and other high-priority leads, along with the rapidly increasing volume of NCMEC reports flooding agencies’ backlogs.
