Thanks to the tireless work of one law firm dedicated to cleaning up this country's robocall problem, Americans who have grown tired of receiving unwanted robocalls will be able to breathe a little easier.
In addition to their efforts to educate the so-called lead generation industry on the scope of telemarketing regulations and preach compliance on behalf of the so-called lead generation industry, Troutman Amin, LLP, a well-known national marketing law firm based in Irvine, California, has been credited with stopping billions of unwanted robocalls.

In the lead generation industry, thousands of mainly small businesses run websites that provide consumers with permission to receive telemarketing calls. They then sell those consent records to dozens, sometimes hundreds, of marketers who will make outbound calls using those consent records. There has been a history of this "industry" operating outside of the scrutiny of regulators and escaping media attention for many years.
Most Americans think that the problem of robocalls is a result of the telemarketers themselves. However, that is not the case, as Partner Eric J. Troutman explained. "We have discovered, however, that the root of the problem is actually the companies that "generate" leads for marketers to contact, and selling lists of supposedly interested people to them."
The problem, Troutman discovered, was that a lot of the time the lead generators were simply faking consent forms or were otherwise tricking consumers into filling out a large number of consent forms.. The telemarketers would then pay for these "leads" based on their belief that the consumer had really requested to be contacted. In spite of this, something in the order of 25-40% of these leads were simply not valid, which means that hundreds of millions of marketing calls were being made inadvertently each month to people who were not actually interested in receiving such calls

While many attorneys might have turned a blind eye to the situation, Troutman simply couldn't rest until he had assisted in bringing the lead generators into compliance with regulations-and made sure they were subject to regulatory scrutiny as a result.

We have spoken to tens of thousands of people in the industry encouraging them to straighten up and fly right-stop harassing consumers and only make calls consumers want to receive," Troutman tells us, "At the same time, we worked with regulators and direct-to-consumer marketers in order to inform them about the misconduct of certain lead generators and provide them with the tools to identify and punish the bad actors in the industry."
The work did not end there - Troutman and his colleague have published thousands of articles on telecom legal issues on a website called TCPAWorld.com, in an effort to further educate the industry about these issues.
